Senate File 2219 - IntroducedA Bill ForAn Act 1requiring boards of directors of school districts,
2governing boards of charter schools, and authorities in
3charge of accredited nonpublic schools to adopt policies
4related to excusing student absences for 4-H club or FFA
5activities.
6BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 256E.7, subsection 2, Code 2026, is
2amended by adding the following new paragraph:
3   NEW PARAGRAPH.  0w.  Be subject to and comply with the
4requirements of section 299.1, subsection 5, relating to
5absences from school because of involvement in an activity or
6project sponsored by a 4-H club or the FFA in the same manner as
7a school district.
8   Sec. 2.  Section 299.1, Code 2026, is amended by adding the
9following new subsection:
10   NEW SUBSECTION.  5.  The board of directors of each public
11school district and the governing body of each accredited
12nonpublic school shall adopt a policy that requires the school
13district or the accredited nonpublic school to grant a student
14an excused absence when the student is absent from school
15because of the student’s involvement in an activity or project
16sponsored by a 4-H club or the FFA. The policy shall also
17require the school district or accredited nonpublic school
18to allow a student who is absent from school because of the
19student’s involvement in an activity or project sponsored by a
204-H club or the FFA to make up any classwork the student was not
21able to complete as a result of the absence.
22EXPLANATION
23The inclusion of this explanation does not constitute agreement with
24the explanation’s substance by the members of the general assembly.
   25This bill requires boards of directors of school districts,
26governing boards of charter schools, and authorities in charge
27of accredited nonpublic schools to adopt policies related to
28excusing student absences for 4-H club or FFA activities.
   29The bill requires the board of directors of each school
30district, the governing board of a charter school, and the
31authorities in charge of each accredited nonpublic school to
32adopt a policy that requires the school to grant a student
33an excused absence when the student is absent from school
34because of the student’s involvement in an activity or project
35sponsored by a 4-H club or the FFA. The bill also requires that

2the student’s involvement in an activity or project sponsored
3by a 4-H club or the FFA to make up any classwork the student
4was not able to complete as a result of the absence.
