Joseph H. White was born in Northbridge, Massachusetts, August 1829. He came to Iowa in 1853 locating at Le Claire and studied medicine and established a drug store. He married Sarah D. Johnson of Southbridge, Massachusetts, in 1855. At the end of his term in the legislature, he moved to Davenport and worked for the Gazette as its business manager.
