Born in Centralia, Wash., on Jan. 21,1946, son of Ralph and Irene Smalley. Graduated from Perry High School in 1964. B.A., University of Iowa, 1968. J.D., Drake University Law, 1971. Assistant attorney general, Iowa Department of Justice, 1971-76. Married Bonnie Vossberg of Shell Rock, 1973. One daughter, Krista. Attends First Federated Church. Member, Iowa Bar Association and American Bar Association. Third term.
