Born Nov. 23, 1940, Clarke County, son of Joseph D. and Ardis Ramsey. Graduate of Osceola High School, University of Northern Iowa, University of Iowa Law School. U.S. Army, 1966-68; served one year in Vietnam. Elected Clarke County attorney, 1968, re-elected in 1970 and 1972. Protestant. Married Natalie J. Green of Falls Church, Va., 1968. Children: Adam Todd, Angela Ruth, Aaron Nathaniel and Aimee Rebecca. Former member of Iowa Law Enforcement Academy. Former committeeman, finance chairman and chairman, Clarke County Republican Central Committee. Past president and secretary, Osceola Jaycees; service officer, Osceola American Legion. Member: Iowa Bar Association, Osceola Lions Club, Eagles and Clarke County Farm Bureau. Chairman, Energy Committee. Member, Legislative Council. President pro tempore. Third term.
