Des Moines Polk County Democrat. Born in Des Moines, Iowa, January 23, 1930, the son of Ralph and Helen Tapscott. Attended grade school in Des Moines, Christian Brothers School in San Francisco, Calif., and Dowling High School, Des Moines, graduated 1948. Attended American Institute of Business. Governmental Training in Public, Human and Industrial Relations, Denver, Colorado, and Washington, D.C., 1964-66. Married Verlene Quail of Des Moines, Feb. 19, 1950. Six living children, Kathleen, Mark, Matthew, Luke, Melissa, and Patrick. Two children deceased, John Jr., and Mary Margaret. Represented wholesale and retail mercantile firms throughout the Midwest from 1951 to 1962. Named advertising manager, the Messenger newspaper in 1962-64. Appointed by Postmaster General John Gronouski in March 1964, as Assistant to the Regional Director, U. S. Post Office Department. Served also for one year as Special Assistant for Employee Relations, for the State of Iowa, Missouri and Arkansas. Served in these two positions under Postmaster General Gronouski and Postmaster General Lawrence F. O'Brien until resignation effective July 1966. Appointed advertising and Public Relations Director of Catholic Mirror newspaper, August 1966. Also, operates Tapscott Oil Company, an independent oil jobbing company. Member of Catholic Press Association, Dowling Club, New Frontier Club, Knights of Columbus, South Des Moines Chamber of Commerce. Member of Christ the King Catholic Church. Serving first term.
