Born at Marshalltown, Iowa, August 2, 1897; educated in Marshalltown public schools, Coe College, and the Law School of the University of Iowa. Entered the practice of law in Sioux City, Iowa, in 1923. Served as Assistant County Attorney, Woodbury County, 1927 to 1931. Has been associated with Harry H. Miller in firm of Clem & Miller for past ten years. Married in 1922 to Wilma Margaret Heath and has two children, Dorothy Ann and Robert. Member of the Methodist church, Knights Templar, Shrine, Delta Theta Phi. Elected to fill vacancy in senate, November, 1942.
