HONORABLE FRANK W. RUSSELL

MR. SPEAKER: Your committee, appointed to prepare suitable resolutions commemorating the life, character and public services of the Honorable Frank W. Russell, a former member of the General Assembly of Iowa, begs leave to submit the following:

Frank W. Russell was born at Elk Grove, Cook county, Illinois, on January 4, 1859, and passed away at his home in Forest City, Iowa, on January 31, 1940. Mr. Russell spent his childhood in Elk Grove, attending schools there and in Arlington Heights. He was united in marriage to Miss Annie Fernald, in Arlington Heights, on February 22, 1888.

Mr. Russell came to Winnebago county, Iowa, in March, 1888, and settled on a farm near Thompson, Iowa, and remained there until 1910 when they moved to Forest City, Iowa, but he continued farming by driving back and forth from Forest City to his farms for years until a short time before his death.

Mr. Russell was well known throughout the county, having served as president of Winnebago County Fire and Lightning Insurance Association for forty years. He also served on the school board in Newton township, Winnebago county, for twenty years, and after moving to Forest City served on the school board of that city for several years, part of the time as president of the board.

Mr. Russell was a member of the House of Representatives from Winnebago county, of the Thirty-fourth General Assembly, in 1911. He was always interested in politics and the welfare of his community.

No citizen of his community was held in higher esteem. He was beloved by his friends and neighbors. In his passing his community has suffered a great loss. He always stood for improvement and progress, for justice and truth, and his influence has been a potent force in the development of our county and state.

Therefore, Be It Resolved by the House of Representatives of the Forty-ninth General Assembly, That in the passing of the Honorable Frank W. Russell, the state has lost a valuable and honored citizen, and the House would tender, by this resolution, its sincere sympathy to the surviving wife in her sorrow, and

Be It Further Resolved, That a copy of this resolution be spread upon the Journal of the House, and that the Chief Clerk be instructed to send an enrolled copy to the wife of the deceased.
