Born in Johnson County, Iowa, April 1, 1856. He grew to manhood in Johnson County where he was united in marriage to Emma Feldman, January 13, 1884. To this union six children were born. Mr. Bailey came to Ringgold county in 1882 settling on a farm a few miles east of Clearfield, which was his home until he moved to Clearfield in 1920. He was a neighbor, loved by all and trusted with many prominent places of responsibility. He was a member of the House of Representatives for two terms,1902 and 1904. He was a member of the local Masonic Lodge No. 453. He was progressive in ideas and stood four square for the noble things of life; was of that cheerful disposition making everyone feel that life was worth while. His advice was always of the best and gave willingly of his time and substance that this world be made a better place to which to live.
