HONORABLE E. P. BARRINGER

MR. SPEAKER: Your committee, appointed to prepare suitable resolutions commemorating the life, character and public service of the Honorable E. P. Barringer, a former member of the Twenty-eighth General Assembly of Iowa, beg leave to submit the following memorial:

Emmet Perry Barringer, son of Peter E. and Amanda Ward Barringer, was born at Big Springs, Wisconsin, April 6, 1857. The family came to Palo Alto county in 1873.

Mr. Barringer received his education in the Emmetsburg high school. He later entered the teaching profession and taught fourteen terms. In 1887, Mr. Barringer was appointed deputy treasurer of Palo Alto county. In 1892 he was elected county supervisor, an office he held for two terms. During his third term he resigned to become a candidate for the Iowa state legislature. He served in this capacity during the Twenty-eighth General Assembly. Here, as in all of his activities, he could be depended upon to act justly and conscientiously in any legislation that came to his attention. His record in the Iowa legislature is one that his family and his Palo Alto constituents can review with pride.

E. P. Barringer passed away at his home at Ruthven, Iowa, November 8, 1940, following an illness of short duration. However, due to his advanced age he had been in failing health for several months prior to his death. Funeral services for Mr. Barringer were held at Ruthven Sunday afternoon, November 10. Services were conducted in the Methodist church with the pastor, the Rev. Beldon Weikel, in charge. Interment was in the Crown Hill cemetery at Ruthven. Services at the grave were in charge of the Emmetsburg chapter of Masons.

The deceased is survived by his widow, two sons and one daughter. The sons are Mayor Harold E. Barringer, of Emmetsburg, and Ray Barringer, of Ruthven. The only daughter is Mrs. Ora Hymer, also of Ruthven.

The sudden removal of such a life from our midst, a life of absolute trust and assurance; a believer and promoter of the great essentials of truth, honesty and sincerity, leaves a vacancy and a shadow that is deeply realized by all and has proven to be a serious loss to the commuunity and the public. In the passing of E. P. Barringer Palo Alto county has lost one of its foremost citizens.

Therefore, Be It Resolved by the House of Representatives of the Forty-ninth General Assembly of the State of Iowa, in regular session, That in the death of E. P. Barringer the people of Palo Alto county and of the entire state of Iowa have sustained a great loss.

Be It Further Resolved, That a copy of these resolutions be spread upon the Journal of the House, and that the Chief Clerk be directed to forward an enrolled copy to the family of the deceased.
