John R. McLucas was born on August 27, 1836, in South Bend, Indiana. In 1855, he and his family relocated first to Redfield, Iowa, and later settled in Des Moines. On April 10, 1859, he married Eliza Ellen Bates. They had 7 children. McLucas was a farmer and, in 1874, was elected to represent Dallas County in the Fifteenth Iowa General Assembly.
