Born circa 1800 in Ohio. In 1832, he married Elizabeth Booker. Mr. Harper was a member of the 7th Legislative Assembly (1845-1846) where he represented Jefferson County. In 1850, they moved west to Oregon where he eventually passed away on December 22, 1857.
