Born on January 10, 1810 in Wayne County, Ohio and died on January 31, 1881 in Linn County, Oregon. He was united in married with Miss Mary Ann Firestone on March 31, 1835, in Wayne County, Ohio. He was a blacksmith by trade. Mr. Willoughby was elected to represent Van Buren County in the First General Assembly, 1846. He was a member of the Congregational Church.
