James Quinn was born May 21, 1813, in Eaton, Preble County, Ohio. He married Patty Swain in Preble County, Ohio, and by 1838 they were living in Scott County. He was the Representative for Scott County in the 8th General Assembly from 1860 to 1862. In 1867 he and his wife were living in Richland Township in Mahaska County with a son. They later moved to Lamar, Missouri, where he died Feb. 10, 1901.
