Born February 27, 1832, in Rutland, Jefferson County, New York. He married Miss Sarah L. Wyatt December 8, 1870, in Hamilton County, Iowa. Mr. Howland was a farmer and merchant. He served on the board of supervisors of Morgan Township. He was elected to represent Franklin County in the Fourteenth and Fifteenth General Assemblies, 1872 and 1874.
