Born in Kent county, Delaware, in 1849. He spent more than thirty years of his life in Indianola, Iowa, where he settled in 1871. In 1873 he graduated from Simpson College; he was admitted to the bar in 1875.. He was elected mayor in 1876. He represented Warren county in the 19th General Assembly, 1882.
