Born in Putman County, New York, January 10, 1820, and died at his home in Leon September 8, 1898. Mr. Kelly was united in marriage to Hannah Cooper in 1842. She was a native of Pennsylvania. He came west to Van Buren County, Iowa, in January, 1840, settling near Farmington, and to Decatur county in 1853. Judge Kelly's first residence was south of Leon on the north-side of Little River. He was elected the second county Judge to succeed Samuel O. Thompson in 1857, serving one term and six months. After serving the county faithfully and acceptably during his time of public trust he retired again to his former occupation until 1882 when he was called, by his constituency to represent Decatur County in the Legislature in 1882.
