Born in 1842 in Ottumwa, Iowa. Mr. Dooley was a merchant in What Cheer, Iowa. In 1894 at the Democratic Convention convened at Davenport he was nominated as the candidate for Secretary of State. He was defeated in the election. Mr. Dooley was elected to the Senate for the Iowa Legislature for the 21st and 22nd General Assemblies (1886-1890). In November 1889, Senator Dooley, of What Cheer the Twelfth district senator, sent in his resignation to the governor, having been elected mayor of West Guthrie, Oklahoma. His term as senator expired January 1, 1890, so his resignation is a mere matter of formality. He died November 15, 1925.
