Born in Benton township, April 20, 1855. On January 22, 1879, he was united in marriage with Miss Margaret A. McDonald. For many years Mr. and Mrs. Welch lived on a farm in the Kingston neighborhood then moved to Mediapolis. Mr. Welch was one of the best known men in the county and was a staunch Democrat. In 1892 he was elected to the Legislature and in 1897 was chosen as a member of the Board of Supervisors of this county, filling both offices in the most acceptable manner. He was a member of the Catholic Church.
