He was a Republican in politics. Practiced law and was a banker. He was general counsel for the Iowa Southern Utilities Company. He was elected a member of the Iowa state house of representatives, 1900-02. He was a delegate to Republican National Convention from Iowa, 1924. Mr. Payne was a member of the Presbyterian Church, Freemasons, Elks, and Kiwanis.
