Born at Eich, near Luxemburg, Europe, August 7, 1854. His early schooling was received at Weimerskirch, near his birthplace, and in 1866 he entered college of Beauregard, near Thionville, Alsace. His finished his education at the agricultural college at Ettelbruck, Luxemburg. He came to American in 1872, and located at Luxemburg, Dubuque county, Iowa. He remained in Dubuque and Clayton counties until 1878 when he removed to Shelby county. For a number of years he was he engaged in farming, and in 1884 was appointed Deputy Auditor. In 1887 he resigned that position and with his brother purchased the Land, Loan and Abstract business in Harlan. Since he became a voter Mr. Hertert has been affiliated with the Democratic party. In November, 1897 he was elected County Treasurer of Shelby county and served two terms, and in November 1901, was elected Representative of Shelby county in the Twenty-ninth General Assembly. He declined a second term. he was also a member of the school board in Harlan and a member of the city council. He was married at Dubuque, Iowa, December 16, 1878, to Mary Muller, daughter of Mathias and Mary Muller. Mr. Hertert was a devout member of the Roman Catholic Church.
