Representative from Butler county, was born at Granby, Province of Quebec, Canada, May 13, 1855. His parents, who were both born in Canada of Scotch-Irish stock, moved to Iowa in 1855 and settled in Butler county in 1856. His education was acquired in the rural school and at an early age he engaged in farming, which occupation he followed until 1893, when he rented his farm and moved to town. He was married in 1880 and has two daughters. He has held the offices of township assessor, school director, member city council, and for nine years a member of the board of supervisors. He was elected to the Legislature in 1903, serving in the Thirtieth and Thirty-first General Assemblies, and was re-elected November 6, 1906. A Republican in politics.

Son of Joseph and Mary Parker Conn was born at Granby, Canada, May 13, 1855. When he was six weeks old his parents with a company of relatives came to the United States going by boat to Chicago and overland to Delhi Iowa, where they spent the winter. The following spring the company divided, some going to Illinois and others to various parts of Iowa. Mr. Conn grew to manhood on the farm north of Parkersburg. He was married May 13, 1880, to Mina Collins and they continued to live on the farm, until December of 1892 when they moved to Parkersburg, purchasing a home on South Church Street. He has held many places of honor and responsibility. He served as Supervisor in Butler County from 1895 until 1903 and in 1904 was elected to the State Legislature, serving as a State Representative in the 32nd and 33rd General Assemblies, 1904-1907. He served as mayor of Parkersburg, also serving as a member of the city council, and for many years was a member of the board of education, acting as presiding officer of that body for several years. He was a member of the Methodist Episcopal Church, Worshipful Master of Compass Lodge, No. 239 A. F. and A. M. and the Eastern Star.
