Senator from the Thirteenth District, composed of Wapello county, was born near Montrose, in Lee county, Iowa, on the twelfth day of November, 1870. His parents, who came to Lee county from New York about 1850, were of English and Dutch extraction. Attended the country school until he reached the age of sixteen, when he entered Howe's Academy at Mount Pleasant, Iowa, and after graduating from that institution he became an instructor therein under the veteran educator, S. C. Howe. In 1893 entered the State University of Iowa and graduated therefrom in 1897. While in the university was a member of the Zetagathian Society and took a very active part in the inter-society and inter-collegiate debates. Was one of the Iowa representatives in two debates with Chicago University and one with Minnesota University. In each contest Iowa was successful. After graduating from the University, Mr. Moon entered Kent College of Law in Chicago and at the same time became a clerk in the office of Lyman & Jackson in that city. Took an active part in Democratic politics while in Chicago, going through two campaigns as a speaker. In 1899 entered upon the practice of law, forming a partnership with Mr. Gilmore, with whom he is now associated. Has been active in politics from the time he came to Ottumwa, having stumped the county and congressional district frequently. Elected Police Judge of the city of Ottumwa, and re-elected in 1903. Elected Senator in 1906. A Democrat in politics.
