Senator from the Twenty-third District, consisting of Jackson county, was born at Interlaken, Seneca county, New York, June 28, 1845. Attended the common schools at Interlaken and completed a course in the preparatory school at Northville Academy, Northville, New York, which was succeeded by a course in Yale University, leading to the degree of Ph. D. Moved to Chicago, November 3, 1872, where for one year he engaged in the mercantile business, thence moved to Kansas, where he engaged in cattle dealing and droving, which he followed until 1877. Then returned to New York and there engaged in the same occupation, that of cattle dealing and droving. In 1880 was a candidate for the lower house of the New York legislature, but was defeated. Returned to the West in 1881 and took up his abode in Jackson county, Iowa, where in the main he has followed the occupation of farming and cattle dealing. This however, was interrupted in the year 1892 by an election to the county superintendency of Jackson county, which office he held until 1897, afterwards resuming his farming and cattle raising and dealing operations. In 1897 was the Democratic candidate for the office of State Superintendent of Public Instruction, but was defeated. In addition to his occupation in a business way, Mr. Parshall has made a special study of economics, having published a few pamphlets devoted to economic subjects. Elected Senator in 1908. A Democrat in politics.
