Born in Virginia, April 6, 1803, his ancestors having come originally from England and having been among the earliest settlers of Virginia. In 1836, he came to Louisa County and located near the mouth of the Iowa River. He was one of the most prominent figures in the early history of the county having served in many important public positions. He was elected a member of the first board of county commissioners in 1838 while this county was still in the territory of Wisconsin. He was also elected to the first territorial House of Representatives for the territory of Iowa in 1838, and also to the house of the third territorial assembly in 1840 and to the fourth in 1841. He was likewise one of the Louisa county delegates to the constitutional convention in 1844. The post office was established shortly after the village was platted and Mr. Toole was the first Postmaster and Presbyterian minister.
