Born June 1, 1809, in Lancaster County, Pennsylvania. He made his way west to Iowa, where he married Mary Long on August 16, 1842, in Van Buren County, Iowa. He served Van Buren County as a Councilor in the Fifth and Sixth Legislative Assemblies of the Iowa Territory. Following his service in the legislature, Jenkins moved his family to Missouri, where he is listed as living in 1850. He died April 4, 1853, in Alexandria, Missouri.
