To study the organization and functions of the the State Employment Security Commission, The Industrial Commissioner's Office, The Bureau of Labor, and the Mine Inspector's Office (now the Department of Mines and Materials).
"The purpose of this study should be to provide information to be used in determining the advisability and practicability of combining the functions of these departments and agencies."
