  1  1           HOUSE CONCURRENT RESOLUTION NO.    
  1  2            BY  COMMITTEE ON HUMAN RESOURCES
  1  3                 (SUCCESSOR TO HSB 166)
  1  4 A Concurrent Resolution requesting the legislative
  1  5    council to establish a study committee relating to
  1  6    the creation of a statewide central intake unit for
  1  7    receiving child abuse reports.
  1  8    WHEREAS, it has been recommended by the citizens'
  1  9 aide that the child abuse reporting system be
  1 10 redesigned so that child abuse reporters have a single
  1 11 point of contact, which the reporters can be
  1 12 instructed to call, regardless of where the reporters
  1 13 live, the time of day, or which field office of the
  1 14 department of human services has responsibility to
  1 15 evaluate the report; that reporters are given the
  1 16 opportunity to speak with an intake worker during
  1 17 their initial call; and that all report information,
  1 18 regardless of who initially receives the report, may
  1 19 be promptly documented and retained, timely routed,
  1 20 and appropriately evaluated; and
  1 21    WHEREAS, the redesign of the child abuse reporting
  1 22 system should be done in a manner that improves
  1 23 protection for children and families, prudently
  1 24 allocates resources, ensures accountability for those
  1 25 charged with child protection responsibilities, and
  1 26 addresses other complex issues; NOW THEREFORE,
  1 27    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE
  1 28 SENATE CONCURRING, That the legislative council is
  1 29 requested to establish a study committee for the 2001
  1 30 interim to consider creation of a statewide central
  2  1 intake unit by the department of human services for
  2  2 receiving child abuse reports; and
  2  3    BE IT FURTHER RESOLVED, That the study committee
  2  4 should include members of the general assembly,
  2  5 individuals knowledgeable about child protection and
  2  6 prevention of child abuse, and other interested
  2  7 persons, including but not limited to representatives
  2  8 of the department of human services, the juvenile
  2  9 court and juvenile court services, the department of
  2 10 justice, the citizens' aide, county attorneys,
  2 11 guardians ad litem, child advocates, and critics of
  2 12 the child protection system; and
  2 13    BE IT FURTHER RESOLVED, That the study committee
  2 14 should be directed to utilize national experts, to
  2 15 address other issues associated with the state's child
  2 16 protection system, and to report its findings and
  2 17 recommendations for consideration by the governor and
  2 18 the Seventy-ninth General Assembly, 2002 Regular
  2 19 Session.
