the United States maintain its commitment to clean air and the ethanol industry, by
maintaining the oxygenate requirement in the federal Clean Air Act that promotes the
use of ethanol in reformulated gasoline and that Congress and the United States
Environmental Protection Agency cooperate in order to implement effective standards.
