  1  3                RESOLUTION BY CHAIRPERSON KLEMME)
  1  4 A House Concurrent Resolution to request that
  1  5    the Congress of the United States maintain its
  1  6    commitment to clean air and the ethanol industry,
  1  7    by maintaining the oxygenate requirement in the
  1  8    federal Clean Air Act that promotes the use of
  1  9    ethanol in reformulated gasoline and that Congress
  1 10    and the United States Environmental Protection Agency
  1 11    cooperate in order to implement effective standards.
  1 12    WHEREAS, the federal Clean Air Act, as first enacted in
  1 13 1970 and amended in 1990, forms the basis for the national air
  1 14 pollution control effort, including but not limited to
  1 15 national ambient air quality standards for major air
  1 16 pollutants, hazardous air pollutants standards, state
  1 17 attainment plans, motor vehicle emissions standards,
  1 18 stationary source emissions standards and permits, acid rain
  1 19 control measures, and stratospheric ozone protection; and
  1 20    WHEREAS, amendments to the federal Clean Air Act are
  1 21 designed to reduce the toxic materials from the combustion of
  1 22 fossil fuels including pollution caused by vehicles that emit
  1 23 a variety of petroleum-based pollutants, including benzene and
  1 24 other aromatics, nitrogen oxides, particulate matter in the
  1 25 form of smoke and soot, carbon monoxide, and carbon dioxide;
  1 26 and
  1 27    WHEREAS, the federal Clean Air Act requires the use of
  1 28 oxygenated motor vehicle fuels in order to improve air quality
  1 29 in the nation's most polluted areas and to reduce emissions of
  1 30 benzene and other ozone-forming aromatic compounds associated
  1 31 with gasoline; and
  1 32    WHEREAS, motor vehicle fuel including only a 10 percent
  1 33 blend of ethanol contains 3.5 percent oxygen which enhances
  1 34 octane levels and provides more oxygen for fuel combustion
  1 35 resulting in reduced levels of hazardous emissions, thereby
  2  1 providing Americans with healthier air to breathe; and
  2  2    WHEREAS, ethanol blended gasoline, unlike methyl tertiary
  2  3 butyl ether (MTBE), is an environmentally safe oxygenate
  2  4 enhancer that may be used in reformulated gasoline in order to
  2  5 comply with the requirements of the federal Clean Air Act; and
  2  6    WHEREAS, in Iowa, on or after February 1, 2000, it is
  2  7 illegal to sell motor vehicle fuel that contains more than 2
  2  8 percent of MTBE by volume; and
  2  9    WHEREAS, the processing of corn into ethanol adds value to
  2 10 this nation's abundant corn crop by increasing net farm
  2 11 income, creating employment opportunities, increasing state
  2 12 and federal tax receipts, reducing this nation's dependence
  2 13 upon foreign nations, and reducing the federal trade deficit;
  2 14 and
  2 15    WHEREAS, long-standing, bipartisan congressional support
  2 16 for the ethanol industry is reflected by the federal tax
  2 17 exemption applicable to gasoline formulated with clean-burning
  2 18 ethanol; NOW THEREFORE,
  2 19    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE SENATE
  2 20 CONCURRING, That the Iowa General Assembly encourages Congress
  2 21 to maintain its commitment to the oxygenated fuel requirements
  2 22 of the federal Clean Air Act, by implementing standards in
  2 23 cooperation with the United States Environmental Protection
  2 24 Agency that ensures the increased use of ethanol blended
  2 25 gasoline in order to preserve the natural environment, protect
  2 26 the public health, reduce this nation's dependence upon
  2 27 foreign petroleum, and provide additional markets for domestic
  2 28 corn; and
  2 29    BE IT FURTHER RESOLVED, That a copy of this resolution be
  2 30 sent by the Chief Clerk of the House of Representatives to the
  2 31 President of the United States and the Administrator of the
  2 32 United States Environmental Protection Agency; and
  2 33    BE IT FURTHER RESOLVED, That copies of this resolution be
  2 34 sent by the Chief Clerk of the House of Representatives to the
  2 35 President of the Senate of the United States; the Speaker of
  3  1 the House of Representatives of the United States; the
  3  2 majority and minority leaders of the United States Senate; and
  3  3 the majority and minority leaders of the United States House
  3  4 of Representatives; and
  3  5    BE IT FURTHER RESOLVED, That copies of this resolution be
  3  6 sent by the Chief Clerk of the House of Representatives to
  3  7 Iowa's congressional delegation.
