  The Senate met in regular session at 1:14 p.m., President Kramer
  presiding.

  Prayer was offered by the Reverend Howard Chapman, pastor of
  the First Presbyterian Church Marion, Iowa.

  The Journal of Thursday January 21, 1999, was approved.

  LEAVE OF ABSENCE

  Leave of absence was granted as follows:

  Senator Gaskill until he arrives, on request of Senator Schuerer.

  ANNOUNCEMENT OF VACANCY

  President Kramer announced that notification had been received
  from the office of Governor Branstad of the following vacancy in the
  Senate:

  District 46 - Patty Judge, resignation effective December 13, 1998.

  COMMITTEE ON CREDENTIALS

  Senator Iverson moved that a committee on Credentials be
  appointed to examine and report on the election in Senate District 46.

  The motion prevailed by a voice vote and the Chair announced the
  appointment of Senators Johnson, Chair; Rehberg, Drake, Flynn, and
  Kibbie.
  The Senate stood at ease at 1:20 p.m., until the fall of the gavel.

  The Senate resumed session at 1:22 p.m., President Kramer
  presiding.

  REPORT OF THE COMMITTEE ON CREDENTIALS

  MADAM PRESIDENT: We, your committee on credentials, respectively report that
  we find the person named in the attached copy of the certification of the
  Secretary of
  State duly elected to and entitled to a seat in the Senate for the 1999
  Session of the
  Seventy-eighth General Assembly.

  I, CHESTER J. CULVER, Secretary of the State of Iowa; custodian of the files

  records pertaining to the elections in the state, do hereby certify that the
  State
  Canvassing Board has declared that at a special election held on January 12,
  1999,
  John Judge was elected to fill a vacancy in the office of the State Senator
  of the Forty
  Sixth District, for the balance of the term which began on January 2, 1997.


  IN TESTIMONY WHEREOF, I have hereunto
  set my hand and affixed the official seal of the
  (SEAL)     	   Secretary of State at the Statehouse, in

  Senator Johnson moved the adoption of the Report of the
  Committee on Credentials, which motion prevailed by a voice vote.

  Senator John Judge was escorted to the bar of the Senate by
  Senators Gronstal and Szymoniak, was duly sworn and subscribed
  his name to the oath of office.

  Development and Tourism Committee.
  Senator Judge will replace Senator Black on the Transportation Committee.
  Senator Judge will replace Senator Hansen on the Appropriations Subcommittee
  on
  Economic Development.

  supplementary weighting for determining enrollment in school
  districts involved in district to district, or district to community
  college, sharing programs, and providing an effective date.

  rental deposits being held by landlords.

  Government.

  credit for certain contributions to political committees.

  and Means.
