  1  1    Section 1.  FINDINGS.  The general assembly finds that due
  1  2 to an inadequate number of department of natural resources'
  1  3 forestry staff, an extensive backlog of requests for forester
  1  4 assistance exists; that a substantial number of unfunded
  1  5 timber management cost share project requests have been made;
  1  6 that an inadequate amount of timber stand improvement has been
  1  7 completed; that current and future woodland owners exhibit a
  1  8 general lack of timber management education; that turnover of
  1  9 woodland owners will significantly increase in the next twenty
  1 10 years; that managed timberland in Iowa could produce three
  1 11 times more volume in half the time with improved information
  1 12 and education; and that due to the long time frame for timber
  1 13 development, many landowners are unable to invest abundant
  1 14 personal finances in timber development.
  1 15    Sec. 2.  NEW SECTION.  456A.38  FORESTRY APPROPRIATIONS.
  1 16    1.  One million dollars is appropriated from the general
  1 17 fund of the state to the department of natural resources for
  1 18 each fiscal year of the fiscal period beginning July 1, 1999,
  1 19 and ending June 30, 2020, for a cost-share program to provide
  1 20 private landowners with incentives to implement practices with
  1 21 long-term woodland enhancement potential, including
  1 22 reforestation, tree planting, timber stand improvement, and
  1 23 fencing to protect woodlands from grazing.
  1 24    2.  Four hundred seventy-five thousand dollars is
  1 25 appropriated from the general fund of the state to the
  1 26 department of natural resources for each fiscal year of the
  1 27 fiscal period beginning July 1, 1999, and ending June 30,
  1 28 2020, for the salaries and support of one media professional
  1 29 to promote, educate, and improve communication relating to
  1 30 forestry, two foresters, and five forestry technicians within
  1 31 the forests and forestry division of the department of natural
  1 32 resources.
  1 33    3.  Twenty-five thousand dollars is appropriated from the
  1 34 general fund of the state to the department of natural
  1 35 resources for each fiscal year of the fiscal period beginning
  2  1 July 1, 1999, and ending June 30, 2020, for the development
  2  2 and distribution of educational materials designed to promote
  2  3 and improve education regarding proper timber conservation and
  2  4 timber management practices.
  2  5    4.  Notwithstanding section 8.33, moneys appropriated in
  2  6 this section which remain unexpended or unobligated at the end
  2  7 of each fiscal year shall not revert to the general fund of
  2  8 the state but shall remain available for expenditure for the
  2  9 same purposes in the succeeding fiscal year.  
  2 10                           EXPLANATION
  2 11    This bill relates to forestry resource support.  The bill
  2 12 makes a number of findings relating to the current status of
  2 13 forestry and forestry services and resource support in the
  2 14 state.  The bill annually appropriates $1,500,000 in total
  2 15 from the general fund of the state to the department of
  2 16 natural resources for each fiscal year of the fiscal period
  2 17 beginning July 1, 1999, and ending June 30, 2020.  For a cost-
  2 18 share program aimed at providing private landowners with
  2 19 incentives to implement practices which have long-term
  2 20 enhancement potential, $1,000,000 is appropriated annually.
  2 21 For a media professional, two foresters, and five forestry
  2 22 technicians, $475,000 is appropriated annually.  For the
  2 23 development and distribution of educational materials designed
  2 24 to promote and improve education regarding proper timber
  2 25 conservation and timber management practices, $25,000 is
  2 26 appropriated annually.  Moneys which remain unexpended or
  2 27 unobligated on June 30 of each fiscal year shall not revert
  2 28 and shall remain available for expenditure for the same
  2 29 purposes in the succeeding fiscal year.
