  including an effective date and retroactive applicability provision.

  SSB 1197	Education

  Establishing the enrich Iowa program for eligible public libraries,
  making an appropriation, and providing an effective date.

  SSB 1198	Transportation

  Providing a protective headgear requirement for juvenile
  bicyclists, creating a bicycle safety fund, and providing for a helmet
  rental fee and a penalty.

  SSB 1199	State Government

  Relating to the moving of duties and responsibilities for providing
  telecommunications cabling necessary to provide state
  communications services from the department of general services to
  the Iowa telecommunications and technology commission.

  SSB 1200	Transportation

  Relating to the requirements for issuance of intermediate driver's
  licenses and full driver's licenses.

  SSB 1201	Agriculture

  Providing for an emergency assistance linked deposit program for
  swine or cattle producers, and providing an effective date.
