act relating to the state sales and use taxes by exempting storm 
water drainage services, specifying that city services provided by 
contracted individuals are exempt, specifying fees for organized 
athletic sports sponsored by a city or county are not exempt, 
providing a refund provision, and including an effective and 
retroactive applicability date provision.
