House Journal: Page 172: Monday, January 25, 1999

Zieman, McKean, Miller, Sexton, Behn, Gaskill, Bartz, Tinsman, 

McLaren, and Schuerer, a joint resolution proposing amendments to 
the Constitution of the State of Iowa relating to the state budget by 
limiting state general fund expenditures and restricting certain state 
tax revenue changes.
Read first time and passed on file.
TEACHER OF THE DAY
Representative Siegrist of Pottawattamie presented to the House, 
Dr. Richard Jorgensen, teacher of Dana College, Blair, Nebraska.
ADOPTION OF SUPPLEMENTAL REPORT AND 
THE REPORT OF COMMITTEE ON MILEAGE
Eddie of Buena Vista called up for consideration the report of the 
committee on mileage, found on pages 67-69 of the House Journal, 
and the supplemental report of the committee on mileage, found on 
page 168 of the House Journal and moved their adoption.
The motion prevailed and the reports were adopted.
ADOPTION OF HOUSE CONCURRENT RESOLUTION 6
Siegrist of Pottawattamie asked and received unanimous consent 
for the immediate consideration of the following resolution and moved 
its adoption:
 1                    HOUSE CONCURRENT RESOLUTION 6
 2                                 By Siegrist and Schrader
 3     Be It Resolved By The House Of Representatives, The
 4  Senate Concurring, That a joint convention of the two
 5  houses of the 1999 session of the Seventy-eighth
 6  General Assembly be held on Thursday, January 28, 1999,
 7  at 10:00 a.m.; and
 8     Be It Further Resolved, That Governor Thomas J. Vilsack
 9  be invited to deliver his budget message at this joint
10  convention of the two houses of the General Assembly, and
11  that the Speaker of the House of Representatives and the
12  President of the Senate be designated to extend the
13  invitation to him.
The motion prevailed and the resolution was adopted.
