17                           Rule 71

18                   Withdrawal of Motions
19     After a motion is stated by the speaker, or read by
20  the chief clerk, it shall be deemed to be in
21  possession of the house, but may be withdrawn by leave
22  of the house.
23                            Rule 72
24                  Referral and Rereferral
25     Motions and reports may be referred and rereferred
26  at the pleasure of the house.
27                            Rule 73
28                      Reconsideration
29     a. 1.  A motion to reconsider may be made only by a
30  member who voted on the prevailing side of the

 1  question sought to be reconsidered.
 2     b. 2.  A motion to reconsider may be made not later
 3  than adjournment on the day following the day of the
 4  action sought to be reconsidered.  Where the floor
 5  manager voted on the prevailing side, the floor
 6  manager has the prior right to make the motion, until
 7  adjournment on the day of the action sought to be
 8  reconsidered.  A motion to reconsider a nullification
 9  resolution shall be acted upon not later than
10  adjournment on the legislative day following the day
11  of the action sought to be reconsidered.
12     c. 3.  A motion to reconsider made following the
13  ninety-seventh calendar day of the first regular
14  session, or the eighty-seventh calendar day of the
15  second regular session, may be taken up when made.  A
16  motion made at any other time may be taken up prior to
17  the third day succeeding the day of the action sought
18  to be reconsidered only if called up by the mover, and
19  after the second day succeeding the day of the action
20  sought to be reconsidered if called up by any member.
21     d. 4.  The making of a motion to reconsider takes
22  precedence over all other questions.
23     e. 5.  No motion to reconsider passage, adoption or
24  failure of any bill, nullification resolution or joint
25  resolution shall prevail unless it obtains a
26  constitutional majority.  When passage, adoption or
27  failure is reconsidered, questions on amendments may
28  also be reconsidered and shall be disposed of
29  immediately.
30     f. 6.  A motion that the motion to reconsider be

 1  laid on the table is in order.  The effect of laying
 2  the motion to reconsider on the table is to cause the
 3  bill or joint resolution to proceed on its regular
 4  course immediately.
