 5  week of the second session.  No amendment or amendment

 6  to an amendment to a bill, rule of the house, or
 7  resolution shall be considered by the membership of
 8  the house without a copy of the amendment being on the
 9  desks of the entire membership of the house prior to
10  consideration.
11                             Rule 32
12       Commitment of Appropriation and Revenue Bills
13     All bills to appropriate money shall be referred to
14  the appropriations committee, and all bills pertaining
15  to the levy, assessment, or collection of taxes shall
16  be referred to the committee on ways and means.
17                             Rule 33
18                     Regular Calendar
19     Bills, nullification resolutions, and joint
20  resolutions reported out for passage, or amendment and
21  passage, or without recommendation, by a committee,
22  shall be arranged on a regular calendar by the chief
23  clerk each day at 4:30 p.m. in the order of the file
24  number of the bills and following the preceding
25  legislative day's regular calendar.  Priority shall be
26  given to house over senate file numbers and to joint
27  resolutions over bills in the arrangement of the
28  regular calendar.

 1     The majority floor leadership shall cause to be
 2  prepared and distributed to the members at the opening
 3  of each session day when floor action is scheduled, a
 4  daily debate calendar consisting of bills,
 5  nullification resolutions, and joint resolutions from
 6  the regular calendar setting forth the number and
 7  title of bills, nullification resolutions, and joint
 8  resolutions for the next session day that floor action
 9  is scheduled.
10     The majority floor leadership shall cause to be
11  prepared and distributed to the members at the opening
12  of each session day when floor action is scheduled, a
13  special order calendar setting forth the number and
14  title of bills, nullification resolutions, and joint
15  resolutions and the date upon which debate is
16  scheduled to begin on each of them, which can be no
17  sooner than five session days from the first date of
18  publication on the regular calendar.
19     This rule does not apply to bills which have passed
20  both houses in different forms, reconsiderations, or
21  veto reconsiderations.
22                             Rule 35
23                 Noncontroversial Calendar
24     The majority floor leadership may cause to be
25  prepared a noncontroversial calendar consisting of
