17  speaker shall state that it is ready for commitment or

18  amendment; and the speaker shall commit it to the
19  standing or select committee, or to a committee of the
20  whole house.  If to a committee of the whole house,
21  the house shall determine on what day.
22     31.4.  On a day when the house is not in session,
23  the speaker shall cause a statement, which shall
24  consist of the title, enacting clause, bill number and
25  committee to which the bill is referred to be
26  published in the house journal.  This publication
27  shall constitute a first reading and commitment and
28  shall contain the notation "read and committed under
29  Rule 31.4".
30     31.5.  All amendments offered to bills on file or

 1  on the regular calendar shall be accompanied by such
 2  copies as the chief clerk shall direct.
 3     31.6.  Such amendments shall give the number of the
 4  bill sought to amend and the chief clerk shall
 5  designate each such amendment thus:  Amendment to
 6  House File _________, or Senate File ________, by
 7  ___________.
 8     31.7.  A bill reported out by committee shall go to
 9  the speaker who shall direct that the bill be placed
10  on the regular calendar unless it covers subject
11  matter more properly within the jurisdiction of some
12  other standing committee, in which case the speaker
13  shall refer the bill to the proper standing committee.
14  In order to expedite important business and set a
15  definite time for the bill's consideration, the
16  speaker may direct the bill to be placed on the
17  special order calendar.
18     31.8.  No amendment to the rules of the house, to
19  any resolution or bill, except technical amendments
20  and amendments to bills substituted for by senate
21  files containing substantially identical title,
22  language, subject matter, purpose and intrasectional
23  arrangement, shall be considered by the membership of
24  the house without a copy of the amendment having been
25  filed with the chief clerk by 4:00 p.m. or within one-
26  half hour of adjournment, whichever is later, on the
27  day preceding floor debate on the amendment.  If the
28  house adjourns prior to 2:00 p.m. on Friday, the final
29  deadline is two hours after adjournment.  However,
30  committee amendments filed pursuant to the submission

 1  of the committee report may be accepted after this
 2  deadline.  This provision shall not apply to any
 3  proposal debated on the floor of the house after the
 4  thirteenth week of the first session and the eleventh
