1 1 Amend the House amendment, S-5336, to Senate File
1 2 2252, as passed by the Senate, as follows:
1 3 #1. Page 1, by striking lines 3 through 12 and
1 4 inserting the following:
1 5 "# . Page 1, by striking lines 5 through 26 and
1 6 inserting the following:
1 7 "NEW SUBSECTION. 4. LEGISLATIVE REVIEW. The
1 8 provisions of this chapter shall be subject to
1 9 legislative review at least every five years. The
1 10 review shall be based upon a school finance formula
1 11 status report containing the recommendations of a
1 12 legislative interim committee appointed to conduct a
1 13 review of the school finance formula, to be prepared
1 14 with the assistance of the department of education, in
1 15 association with the departments of management and
1 16 revenue and finance. The report shall include
1 17 recommendations for school finance formula changes or
1 18 revisions based upon demographic changes, enrollment
1 19 trends, and property tax valuation fluctuations
1 20 observed during the preceding five-year interval; an
1 21 analysis of the operation of the school finance
1 22 formula during the preceding five-year interval; and a
1 23 summary of issues that have arisen since the previous
1 24 review and potential approaches for their resolution.
1 25 The first such report shall be submitted to the
1 26 general assembly no later than January 1, 2005, with
1 27 subsequent reports developed and submitted by January
1 28 1 at least every fifth year thereafter.""
