Page 4, line 16, by striking the figure 1 6 "3,563,943" and inserting the following: "4,563,943". 1 7 #3. Page 4, by inserting after line 17 the 1 8 following: 1 9 "The division of information technology services 1 10 shall not increase any fees or charges to other state 1 11 agencies for services provided to such state agencies 1 12 by the division, unless such increase in fees or 1 13 charges is first submitted to, and approved by, the 1 14 department of management. It is the intent of the 1 15 general assembly that the division not increase fees 1 16 for the purpose of generating revenue to offset the 1 17 difference in the amount of the appropriation 1 18 contained in this section and the amount of the 1 19 appropriation initially requested for the division by 1 20 the department of general services." 1 21 #4. Page 5, line 3, by inserting after the word 1 22 "paragraph," the following: "if revenue received by 1 23 the state for deposit in the general fund of the state 1 24 does not exceed the most recent estimate of the 1 25 revenue estimating conference created in section 8.22A 1 26 by at least $7,500,000 for the fiscal year beginning 1 27 July 1, 1999, and ending June 30, 2000,". 1 28 #5. By striking page 5, line 13, through page 8, 1 29 line 3, and inserting the following: 1 30 "a. The first $1,500,000 shall be allocated to the 1 31 department of education for purposes of making 1 32 technology available to students of accredited 1 33 nonpublic schools in accordance with section 201 of 1 34 this Act. 1 35 b. The next $1,000,000 shall be allocated to the 1 36 university of northern Iowa for developing a twenty- 1 37 first century learning initiative. The university of 1 38 northern Iowa shall consult with the division of 1 39 information technology services of the department of 1 40 general services and the department of education in 1 41 developing this initiative. 1 42 c. The next $3,500,000 shall be allocated to the 1 43 Iowa telecommunications and technology commission for 1 44 continued buildout of asynchronous transfer mode 1 45 technology for the network. 1 46 d. The next $21,000,000 shall be allocated to the 1 47 division of information technology services of the 1 48 department of general services only for the projects 1 49 designated in this paragraph as follows: 1 50 (1) A process project office for the division of 2 1 information technology services of the department of 2 2 general services. 2 3 (2) An electronic data collection, management, and 2 4 reporting associated with the temporary assistance for 2 5 needy families (TANF) welfare reform program of the 2 6 department of human services. 2 7 (3) A child support recovery unit system for the 2 8 department of human services. 2 9 (4) A corrections offender network for the 2 10 department of corrections. 2 11 (5) The development of a resource house for the 2 12 department of workforce development. 2 13 (6) A data warehouse for the division of criminal 2 14 and juvenile justice planning of the department of 2 15 human rights. 2 16 (7) Participation in the field automation and 2 17 information management system (FAIM) by the department 2 18 of agriculture and land stewardship. 2 19 (8) Gasoline measurement testing equipment for the 2 20 department of agriculture and land stewardship. 2 21 (9) An electronic benefits transfer system for the 2 22 department of human services. 2 23 (10) An electronic database directory of all 2 24 health care and support services available to senior 2 25 citizens for the department of elder affairs, as 2 26 required under the senior living program Act, as 2 27 enacted in Senate File 2193, and for other costs 2 28 associated with the implementation of that program. 2 29 (11) The costs associated with filings under the 2 30 Uniform Commercial Code if House File 2513 is enacted 2 31 and incurred by the secretary of state. 2 32 (12) The conversion to digital television 2 33 broadcasts by the public broadcasting division of the 2 34 department of education. 2 35 (13) The continued buildout of asynchronous 2 36 transfer mode technology for the Iowa communications 2 37 network by the Iowa telecommunications and technology 2 38 commission. 2 39 (14) An integrated institutional computer system 2 40 for the veterans home of the department of veterans 2 41 affairs. 2 42 (15) The development of budget system programs of 2 43 township trustees as determined by the department of 2 44 management. 2 45 (16) An electronic data warehouse for the 2 46 department of human services. 2 47 (17) Establishment of an Iowa communications 2 48 network room in the state historical building for the 2 49 department of cultural affairs. 2 50 (18) An electronic data interchange for the 3 1 department of education. 3 2 (19) The development and implementation of an 3 3 electronic professional license renewal system for the 3 4 division of information technology services of the 3 5 department of general services. 3 6 (20) The development and implementation of an 3 7 electronic system for vital records for the Iowa 3 8 department of public health. 3 9 (21) The telefiling of tax returns for the 3 10 department of revenue and finance. 3 11 (22) The development and implementation of an on- 3 12 line system for issuing environmental permits for the 3 13 department of natural resources. 3 14 (23) Reengineering projects for the division of 3 15 information technology services of the department of 3 16 general services." 3 17 #6. By striking page 8, line 35, through page 9, 3 18 line 1 and inserting the following: "section 321A.3, 3 19 subsection 1, shall be transferred to". 3 20 #7. Page 9, by striking lines 9 through 12. 3 21 #8. Page 12, by inserting after line 28 the 3 22 following: 3 23 "Sec. 101. Section 455G.3, subsection 3, paragraph 3 24 e, Code Supplement 1999, is amended by striking the 3 25 paragraph. 3 26 Sec. 102. Section 455G.6, subsection 17, Code 3 27 Supplement 1999, is amended by striking the 3 28 subsection. 3 29 Sec. 103. Section 455G.9, subsection 1, Code 3 30 Supplement 1999, is amended by adding the following 3 31 new paragraph: 3 32 NEW PARAGRAPH. k. Corrective action for a 3 33 condition caused by a release from an underground 3 34 storage tank located on a site for which the 3 35 department, after January 31, 1997, has issued a no 3 36 further action certificate under section 455B.474. As 3 37 a condition of receiving benefits under this 3 38 paragraph, the department must determine that the 3 39 condition necessitating the corrective action was not 3 40 a result of a release that occurred after the issuance 3 41 of the no further action certificate, and that the 3 42 site qualified for remedial benefits under this 3 43 section prior to the issuance of the no further action 3 44 certificate." 3 45 #9. Page 16, by inserting after line 9, the 3 46 following: 3 47 "Sec. 104. Section 455G.22, Code 1999, is 3 48 repealed. 3 49 Sec. 105. Notwithstanding section 455G.22, 3 50 unencumbered and unobligated moneys remaining in the 4 1 no further action fund on the effective date of this 4 2 section shall be transferred to the pooled technology 4 3 account established in section 5 of this Act." 4 4 #10. Page 16, by inserting after line 9 the 4 5 following: 4 6 " . Section 14B.102, subsection 2, paragraph d, 4 7 as enacted by 2000 Iowa Acts, Senate File 2395, is 4 8 amended to read as follows: 4 9 d.Developing and implementing recommended4 10 Implementing standards for information technology,4 11including but not limited to system design and systems4 12integration and interoperability,as developed by the 4 13 council pursuant to section 14B.107, which when 4 14 implemented shall apply to all participating agencies 4 15 except as otherwise provided in this chapter. The 4 16 department shall implement information technology 4 17 standards as established pursuant to this chapter 4 18 which are applicable to information technology 4 19 procurements for participating agencies. 4 20 . Section 14B.104, subsection 2, paragraph b, 4 21 as enacted by 2000 Iowa Acts, Senate File 2395, is 4 22 amended to read as follows: 4 23 b. Develop recommended standardsfor consideration4 24 with respect to the procurement of information 4 25 technology by all participating agencies as provided 4 26 in section 14B.107. 4 27 . Section 14B.107, as enacted by 2000 Iowa 4 28 Acts, Senate File 2395, is amended to read as follows: 4 29 14B.107 INFORMATION TECHNOLOGY STANDARDS. 4 30 The information technology council shall develop 4 31 recommended standards for consideration with respect 4 32 to the procurement of information technology by all 4 33 participating agencies. It is the intent of the 4 34 general assembly that information technology standards 4 35 be established for the purpose of guiding such 4 36 procurements. Such standards, unless waived by the 4 37 council, shall apply to all information technology 4 38 procurements for participating agencies. 4 39 Standards adopted pursuant to this section shall 4 40 apply to existing information technology in use by 4 41 participating agencies on the effective date of this 4 42 Act. A participating agency, by no later than June 4 43 30, 2002, shall seek to procure information technology 4 44 to replace existing information technology which does 4 45 not meet the standards adopted by the council, unless 4 46 a waiver is procured with respect to such information 4 47 technology pursuant to section 14B.104. 4 48 The office of the governor or the office of an 4 49 elective constitutional or statutory officer shall 4 50 consult with the department prior to procuring 5 1 information technology and consider the standards 5 2 recommended by the council, and provide a written 5 3 report to the department relating to the office's 5 4 decision regarding such acquisitions. 5 5 Sec. 201. TECHNOLOGY SERVICES FOR ACCREDITED 5 6 NONPUBLIC SCHOOL STUDENTS. 5 7 1. Technology adopted and purchased by a school 5 8 district shall, to the extent funds are appropriated 5 9 by the general assembly, be made available to students 5 10 of accredited nonpublic schools located within the 5 11 boundaries of the school district upon the written 5 12 request of the authorities in charge of the accredited 5 13 nonpublic school on behalf of the school's students as 5 14 provided in this section. 5 15 2. Funds appropriated for purposes of this section 5 16 shall be allocated to school districts for the 5 17 purchase of technology for accredited nonpublic 5 18 schools as provided in this section, subject to the 5 19 restrictions of section 295.4, subsection 1. The 5 20 department of education shall ascertain a maximum 5 21 annual amount the school district shall be required to 5 22 use for the purchase of technology for participating 5 23 accredited nonpublic schools. The amount shall be in 5 24 the proportion that the basic enrollment of a 5 25 participating accredited nonpublic school bears to the 5 26 sum of the basic enrollments of all participating 5 27 accredited nonpublic schools in the state for the 5 28 budget year. A participating accredited nonpublic 5 29 school shall certify its actual enrollment to the 5 30 department of education by October 1, 2000. By 5 31 October 15, 2000, the department of education shall 5 32 notify the board of directors of each school district 5 33 of the maximum amount of its allocation that shall be 5 34 made available for purchasing nonsectarian, 5 35 nonreligious technology for each of the participating 5 36 accredited nonpublic schools located within the school 5 37 district in accordance with this section. For 5 38 purposes of this section only, an accredited nonpublic 5 39 school's enrollment count shall include only students 5 40 who are residents of Iowa. 5 41 3. The costs of providing technology to 5 42 participating accredited nonpublic schools as provided 5 43 in this section shall not be included in the 5 44 computation of district cost under chapter 257, but 5 45 shall be shown in the budget as an expense from 5 46 miscellaneous income. Technology expenditures made in 5 47 accordance with this section shall be kept on file in 5 48 the school district." 5 49 #11. Page 16, by inserting after line 28 the 5 50 following: 6 1 "Sec. . DEPARTMENT OF MANAGEMENT 6 2 RECOMMENDATIONS. The department of management shall 6 3 develop written recommendations to be delivered to the 6 4 general assembly by no later than the start of the 6 5 2001 regular legislative session with respect to both 6 6 of the following: 6 7 1. Resolution of the overbilling of the federal 6 8 government for certain services provided by the state 6 9 to the federal government, and as a result of which 6 10 the federal government is seeking reimbursement. 6 11 2.
