PAG LIN 1 1 Amend the amendment, H-8343, to Senate File 2111, 1 2 as passed by the Senate, as follows: 1 3 #1. Page 1, by striking lines 3 through 45 and 1 4 inserting the following: 1 5 "# . By striking everything after the enacting 1 6 clause and inserting the following: 1 7 "Section 1. Section 257.13, Code Supplement 1999, 1 8 is amended by striking the section and inserting in 1 9 lieu thereof the following: 1 10 257.13 ON-TIME FUNDING BUDGET ADJUSTMENT. 1 11 1. For the school budget years beginning July 1, 1 12 2000, and July 1, 2001, if a district's actual 1 13 enrollment for the budget year, determined under 1 14 section 257.6, is greater than its budget enrollment 1 15 for the budget year, the district shall be eligible to 1 16 receive an on-time funding budget adjustment. The 1 17 adjustment shall be in an amount equal to fifty 1 18 percent of the difference between the actual 1 19 enrollment for the budget year and the budget 1 20 enrollment for the budget year, multiplied by district 1 21 cost per pupil. 1 22 2. The board of directors of a school district 1 23 that wishes to receive an on-time funding budget 1 24 adjustment shall adopt a resolution to receive the 1 25 adjustment and notify the school budget review 1 26 committee by November 1, 2000. The school budget 1 27 review committee shall establish a modified allowable 1 28 growth in an amount determined pursuant to subsection 1 29 1. 1 30 3. If the board of directors of a school district 1 31 determines that a need exists for additional funds 1 32 exceeding the authorized budget adjustment for on-time 1 33 funding pursuant to this section, a request for 1 34 modified allowable growth based upon increased 1 35 enrollment may be submitted to the school budget 1 36 review committee as provided in section 257.31. 1 37 Sec. 2. Section 257.14, subsection 1, Code 1 38 Supplement 1999, is amended to read as follows: 1 39 1. For the budgetyearsyear commencingJuly 1,1 401997, July 1, 1998, andJuly 1,19992000, if the 1 41 department of management determines that the regular 1 42 program district cost of a school district for a 1 43 budget year is less than the total of the regular 1 44 program district cost plus any adjustment added under 1 45 this section for the base year for that school 1 46 district, thedepartment of management shall provide1 47 school district shall be eligible to receive a budget 1 48 adjustment for that district for that budget yearthat1 49isup to an amount equal to the difference. The board 1 50 of directors of a school district that wishes to 2 1 receive a budget adjustment pursuant to this 2 2 subsection shall, notwithstanding the public notice 2 3 and hearing provisions of chapter 24 or any other 2 4 provision to the contrary, within thirty days 2 5 following the enactment of this Act adopt a resolution 2 6 to receive the budget adjustment and immediately 2 7 notify the department of management of the adoption of 2 8 the resolution and the amount of the budget adjustment 2 9 to be received. 2 10 Sec. 3. Section 257.14, subsection 2, Code 2 11 Supplement 1999, is amended by striking the subsection 2 12 and inserting in lieu thereof the following: 2 13 2. For the budget year commencing July 1, 2001, if 2 14 the department of management determines that the 2 15 regular program district cost of a school district for 2 16 a budget year is less than the regular program 2 17 district cost for the base year for that school 2 18 district, the school district shall be eligible to 2 19 receive a budget adjustment for that district for that 2 20 budget year up to an amount equal to the difference. 2 21 The board of directors of a school district that 2 22 wishes to receive a budget adjustment pursuant to this 2 23 subsection shall adopt a resolution to receive the 2 24 budget adjustment and notify the department of 2 25 management of the adoption of the resolution and the 2 26 amount of the budget adjustment to be received by 2 27 March 1, 2001. 2 28 Sec. 4. EFFECTIVE DATE.
