  1  1    Amend Senate File 2111, as passed by the Senate, as
  1  2 follows:
  1  3    #1.  Page 1, by inserting before line 1 the
  1  4 following:
  1  5    "Section 1.  Section 257.13, Code Supplement 1999,
  1  6 is amended by striking the section and inserting in
  1  7 lieu thereof the following:
  1  8    257.13  ON-TIME FUNDING BUDGET ADJUSTMENT.
  1  9    1.  For the school budget year beginning July 1,
  1 10 2000, if a district's actual enrollment for the budget
  1 11 year, determined under section 257.6, is greater than
  1 12 its budget enrollment for the budget year, the
  1 13 district shall be eligible to receive an on-time
  1 14 funding budget adjustment.  The adjustment shall be in
  1 15 an amount equal to fifty percent of the difference
  1 16 between the actual enrollment for the budget year and
  1 17 the budget enrollment for the budget year, multiplied
  1 18 by district cost per pupil.
  1 19    2.  The board of directors of a school district
  1 20 that wishes to receive an on-time funding budget
  1 21 adjustment shall adopt a resolution to receive the
  1 22 adjustment and notify the school budget review
  1 23 committee by November 1, 2000.  The school budget
  1 24 review committee shall establish a modified allowable
  1 25 growth in an amount determined pursuant to subsection
  1 26 1.
  1 27    3.  If the board of directors of a school district
  1 28 determines that a need exists for additional funds
  1 29 exceeding the authorized budget adjustment for on-time
  1 30 funding pursuant to this section, a request for
  1 31 modified allowable growth based upon increased
  1 32 enrollment may be submitted to the school budget
  1 33 review committee as provided in section 257.31."
  1 34    #2.  Page 1, by striking lines 3 through 11 and
  1 35 inserting the following:
  1 36    "1.  For the budget years year commencing July 1,
  1 37 1997, July 1, 1998, and July 1, 1999 2000, if the
  1 38 department of management determines that the regular
  1 39 program district cost of a school district for a
  1 40 budget year is less than ninety-nine percent of the
  1 41 total of the regular program district cost plus any
  1 42 adjustment added under this section for the base year
  1 43 for that school district, the department of management
  1 44 shall provide a budget adjustment for that district
  1 45 for that budget year that is equal to the difference."
  1 46    #3.  Title page, lines 1 and 2, by striking the
  1 47 words "providing for a one hundred percent budget
  1 48 guarantee for school districts," and inserting the
  1 49 following:  "relating to certain school finance
  1 50 formula provisions".
