  2 32 distributed as determined by the department."
  2 33    #17.  Page 22, by inserting after line 46 the
  2 34 following:
  2 35    "Sec.    .  Section 261.17, subsection 3,
  2 36 unnumbered paragraph 1, Code 1999, is amended to read
  2 37 as follows:
  2 38    A qualified full-time student may receive
  2 39 vocational-technical tuition grants for not more than
  2 40 four semesters, eight quarters or the trimester or
  2 41 quarter equivalent of two full years of study.  The
  2 42 amount of a vocational-technical tuition grant to a A
  2 43 qualified part-time student enrolled in a course of
  2 44 study including at least three semester hours but
  2 45 fewer than twelve semester hours or the trimester or
  2 46 quarter equivalent shall be equal to the amount of a
  2 47 tuition grant that would be paid to a full-time
  2 48 student times a number which represents the number of
  2 49 hours in which the part-time student is actually
  2 50 enrolled divided by twelve semester hours, may receive
  3  1 vocational-technical tuition grants for not more than
  3  2 eight semesters or the trimester or quarter equivalent
  3  3 of two full years of full-time study."
  3  4    #18.  Page 22, line 49, by inserting after the

  3  7 "grant" the following:  "to a qualified full-time
  3  8 student".
  3  9    #20.  Page 23, by inserting after line 2 the

  3 11    "b.  The amount of a vocational-technical tuition
  3 12 grant to a qualified part-time student enrolled in a
  3 13 course of study including at least three semester
  3 14 hours but fewer than twelve semester hours or the
  3 15 trimester or quarter equivalent shall be equal to the
  3 16 amount of a vocational-technical tuition grant that
  3 17 would be paid to a full-time student, except that the
  3 18 commission shall prorate the amount in a manner
  3 19 consistent with the federal Pell grant program
  3 20 proration."
  3 21    #21.  Page 23, by inserting after line 20 the
  3 22 following:
  3 23    "Sec.    .  Section 261.38, subsection 1, Code
  3 24 1999, is amended to read as follows:
  3 25    1.  The commission shall establish a loan reserve
  3 26 account from which any default on a guaranteed student
  3 27 loan shall be paid and an agency operating account as
  3 28 authorized by the federal Higher Education Act of
  3 29 1965.  The commission shall credit to this account
  3 30 these accounts all moneys designated exclusively for
  3 31 the reserve fund provided for the state student loan
  3 32 program by the United States, the state of Iowa, or
  3 33 any of their agencies, departments or
  3 34 instrumentalities, as well as any funds accruing to
  3 35 the program which are not required for current
  3 36 administrative expenses.  The department of management
  3 37 shall determine the actuarially sound reserve
  3 38 requirement for the amount of guaranteed loans
  3 39 outstanding commission may expend moneys in the loan
  3 40 reserve and agency operating accounts as authorized by
  3 41 the federal Higher Education Act of 1965.
  3 42    Sec.    .  Section 261.38, subsection 2, Code 1999,
  3 43 is amended by striking the subsection.
  3 44    Sec.    .  Section 261.38, subsections 3, 4, and 5,
  3 45 Code 1999, are amended to read as follows:
  3 46    3.  The payment of any funds for the default on a
  3 47 guaranteed student loan shall be solely from the loan
  3 48 reserve account and agency operating accounts.  The
  3 49 general assembly shall not be obligated to appropriate
  3 50 any moneys to pay for any defaults or to appropriate
  4  1 any moneys to be credited to the loan reserve account.
  4  2 The commission shall not give or lend the credit of
  4  3 the state of Iowa.
  4  4    4.  Funds Notwithstanding section 8.33, funds on
  4  5 deposit in the loan reserve account or in the
  4  6 administrative account and operating accounts shall
  4  7 not revert to the state general fund at the close of
  4  8 any fiscal year.
  4  9    5.  The treasurer of state shall invest any funds,
  4 10 including those in the loan reserve account and
  4 11 operating accounts, and, notwithstanding section
  4 12 12C.7, the interest income earned shall be credited
  4 13 back to the loan reserve appropriate account.
  4 14    Sec.    .  Section 261.38, subsection 6, Code 1999,
  4 15 is amended by striking the subsection.
  4 16    Sec.    .  Section 261.38, subsection 7, unnumbered
  4 17 paragraph 1, Code 1999, is amended to read as follows:
  4 18    The commission may expend funds in the reserve
  4 19 account and enter into agreements with the Iowa
  4 20 student loan liquidity corporation in order to
  4 21 increase access for students to education loan
  4 22 programs that the commission determines meet the
  4 23 education needs of Iowa residents.  The agreements
  4 24 shall permit the establishment, funding, and operation
  4 25 of alternative education loan programs, as described
  4 26 in section 144(b)(1)(B) of the Internal Revenue Code
  4 27 of 1986 as amended, as defined in section 422.3, in
  4 28 addition to programs permitted under the federal
  4 29 Higher Education Act of 1965.  In accordance with
  4 30 those agreements, the Iowa student loan liquidity
  4 31 corporation may issue bonds, notes, or other
  4 32 obligations to the public and others for the purpose
  4 33 of funding the alternative education loan programs.
  4 34 This authority to issue such bonds, notes, or other
  4 35 obligations shall be in addition to the authority
  4 36 established in the articles of incorporation and
  4 37 bylaws of the Iowa student loan liquidity
  4 38 corporation."
  4 39    #22.  By renumbering, relettering, and
