  The Senate met in regular session at 9:10 a.m., President Kramer
  presiding.

  Prayer was offered by the Reverend John Rosenberger, pastor of
  the United Methodist Church, Hartley, Iowa.

  The Journal of Wednesday, March 25, 1998, was approved.
