  1  4 RELATING TO THE EXPENSES, POWERS, AND DUTIES OF COUNTY 
  1  5    AGRICULTURAL EXTENSION COUNCILS.
  1  6 
  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 
  1  8 
  1  9    Section 1.  Section 176A.9, subsection 4, Code 1997, is
  1 10 amended to read as follows:
  1 11    4.  The extension council may collect reasonable fees for
  1 12 specific services which require special equipment or
  1 13 personnel, such as soil testing services, seed testing
  1 14 services, or other educational services, but it shall not
  1 15 collect dues for or pay dues to any state or national
  1 16 organization or agency, nor shall it accept contributions or
  1 17 gifts for the extension district, or the extension council and
  1 18 may seek and receive grants, donations, gifts, bequests, or
  1 19 other moneys from public and private sources to be used for
  1 20 the purposes set forth in this section, and may enter into
  1 21 contracts to provide educational services.
  1 22    Sec. 2.  Section 176A.9, subsection 6, Code 1997, is
  1 23 amended by striking the subsection and inserting in lieu
  1 24 thereof the following:
  1 25    6.  Members of the council shall serve without
  1 26 compensation, but may receive actual and necessary expenses,
  1 27 including in-state travel expenses at not more than the state
  1 28 rate, incurred in the performance of official duties other
  1 29 than attendance at regular local county extension council
  1 30 meetings.  Payment shall be made from funds available pursuant
  1 31 to section 176A.8, subsection 14.
