1 1 Amend the amendment, H-1866, to Senate File 549, as
1 2 amended, passed, and reprinted by the Senate, as
1 3 follows:
1 4 #1. Page 4, by striking line 1 and inserting the
1 5 following:
1 6 ""Sec. ___. The general assembly finds and
1 7 declares that the new Iowa schools development
1 8 corporation was designed to be a broad-based coalition
1 9 of public and private educational entities to enhance
1 10 school improvement in this state.
1 11 Sec. ___. LIBRARY COOPERATION PLAN OF ACTION

1 13 #2. Page 7, line 39, by inserting after the word
1 14 and figure "through 26" the following: "and inserting
1 15 the following:
1 16 Sec. ___. Section 294A.25, subsection 8, Code
1 17 1997, is amended by striking the subsection and
1 18 inserting in lieu thereof the following:
1 19 8. For the fiscal year beginning July 1, 1997, and
1 20 ending June 30, 1998, to the department of education
1 21 from phase III moneys the amount of one million two
1 22 hundred fifty thousand dollars for school
1 23 transformation design and implementation projects. Of
1 24 the funds distributed pursuant to this subsection, up
1 25 to one million two hundred fifty thousand dollars
1 26 shall be transferred to the new Iowa schools
1 27 development corporation if the corporation provides a
1 28 one dollar match for every five dollars of state
1 29 financial assistance. The match may consist of cash
1 30 and in-kind support but shall not consist of receipts
1 31 from local school districts. The corporation shall
1 32 use the state financial assistance to aid local school
1 33 districts for school transformation design and
1 34 implementation projects. The department shall
1 35 distribute funds on a quarterly basis if the
1 36 corporation certifies quarterly to the department the
1 37 in-kind and cash contributions received. However, the
1 38 department shall distribute the first quarter funds on
1 39 July 1, 1997, based upon the corporation's current in-
1 40 kind match. The corporation shall submit an annual
1 41 financial report to the department of education and
1 42 the general assembly by January 1, 1998".
1 43 #3. By renumbering, relettering, and redesignating
1 44 as necessary.
