  2 35 governance structure as provided in this subsection:

  2 37    a.  The department shall establish a steering
  2 38 committee whose voting members shall include the
  2 39 director of the department of education, a
  2 40 representative from the Iowa association of community
  2 41 college trustees, a representative from the Iowa
  2 42 association of community college presidents, and two
  2 43 persons representing the general public appointed by
  2 44 the state board of education.  Nonvoting, ex officio
  2 45 members of the steering committee shall include a
  2 46 representative from the legislative fiscal bureau and
  2 47 the legislative service bureau.  The steering
  2 48 committee shall select a chairperson from among the
  2 49 members appointed by the state board of education.
  2 50    b.  The steering committee shall define the charge
  3  1 of the study.  However, the study shall include, but
  3  2 is not limited to, all of the following:
  3  3    (1)  A review of the existing community college
  3  4 governance structure including relationships between
  3  5 the community colleges, the Iowa association of
  3  6 community college trustees, the Iowa association of
  3  7 community college presidents, the state board of
  3  8 education, the department of education, local school
  3  9 districts, and other postsecondary institutions in
  3 10 this state.
  3 11    (2)  An analysis of the strengths and weaknesses of
  3 12 the current governance structure.
  3 13    (3)  Proposals for at least three governance
  3 14 structures, one of which shall include only minimal,
  3 15 but necessary, changes in the current governance
  3 16 structure.  However, proposals shall be based upon the
  3 17 assumption that the board of directors for each
  3 18 community college shall remain unchanged due to
  3 19 property tax and local representation concerns.  Each
  3 20 proposal shall include an analysis of the advantages
  3 21 and disadvantages of each alternative governance
  3 22 structure.
  3 23    c.  The steering committee shall contract with a
  3 24 person to conduct the study of the community college
  3 25 governance structure.
  3 26    d.  The steering committee shall submit its
  3 27 findings and recommendations to the general assembly
  3 28 by December 31, 1997."

  4  1    "Sec.    .  LIBRARY COOPERATION PLAN OF ACTION TASK
  4  2 FORCE.  The department of education shall coordinate a
  4  3 library cooperation plan of action task force.  The
  4  4 task force shall consist of the following members:
  4  5    1.  The director of the library science department
  4  6 at an institution of higher learning under the control
  4  7 of the state board of regents that offers doctorates
  4  8 in library science.  The director shall be the
  4  9 chairperson of the task force.
  4 10    2.  The director of the department of education or
  4 11 the director's designee.
  4 12    3.  The state librarian.
  4 13    4.  A member of the state board of regents who
  4 14 shall be appointed by the chairperson of the state
  4 15 board of regents.
  4 16    5.  A representative from the Iowa association of
  4 17 independent colleges and universities.
  4 18    6.  A representative from the Iowa hospital
  4 19 association.
  4 20    7.  Three representatives from the Iowa library
  4 21 association, one of which shall represent a library
  4 22 that serves a population of fifty thousand or more;
  4 23 one of which shall represent a library that serves a
  4 24 population that is greater than two thousand five
  4 25 hundred but less than fifty thousand; and one of which
  4 26 shall represent a library that serves a population of
  4 27 two thousand five hundred or less.
  4 28    8.  A librarian employed by a school district who
  4 29 shall be appointed by the director of the department
  4 30 of education.
  4 31    The task force shall study options for and design a
  4 32 plan of cooperation between all libraries, public and
  4 33 private, within the state.  The task force is
  4 34 encouraged to be creative in terms of funding and
  4 35 redesigning the current system of public and private
  4 36 libraries, including, but not limited to, a study of
  4 37 the feasibility of cohabitation by school district
  4 38 libraries and public libraries.  Every effort shall be
  4 39 made to develop a plan for cooperation at the existing
  4 40 level of state funding for libraries.  The task force
  4 41 shall also examine library cooperation efforts in
  4 42 other states.  The task force shall make
  4 43 recommendations to the general assembly by December 1,
  4 44 1997."

  5 24 to be allocated to the child development coordinating

  5 27 256A.3."
  5 28    #27.  Page 21, by inserting before line 19 the
  5 29 following:
  5 30    "Sec.    .  Section 257A.8, Code 1997, is amended
  5 31 to read as follows:
  5 32    257A.8  ADMINISTRATIVE ACTIVITIES.
  5 33    The administrative functions of the foundation
  5 34 shall be performed by the department of education
  5 35 university of northern Iowa.  The foundation office
  5 36 shall be located in on the department of education
  5 37 offices campus of the university of northern Iowa.
  5 38    Sec.    .  Section 257B.1A, Code 1997, is amended
  5 39 by striking the section and inserting in lieu thereof
  5 40 the following:
  5 41    257B.1A  INTEREST FOR IOWA SCHOOLS FUND – TRANSFER
  5 42 OF INTEREST.
  5 43    1.  The interest for Iowa schools fund is
  5 44 established in the office of the treasurer of state.
  5 45 The department of revenue and finance shall deposit
  5 46 interest earned on the permanent school fund in the
  5 47 interest for Iowa schools fund.  Of the interest
  5 48 deposited in the interest for Iowa schools fund each
  5 49 year, fifty percent shall be transferred to the first
  5 50 in the nation in education foundation as established
  6  1 in section 257A.1 and fifty percent shall be
  6  2 transferred to the international center for gifted and
  6  3 talented education endowment fund established in
  6  4 section 263.8A.  The department of revenue and finance
  6  5 shall transfer interest as provided in this section on
  6  6 a quarterly basis.  As a condition of receiving funds
  6  7 under this section, the foundation and the center
  6  8 shall maintain and continue to increase the balances
  6  9 of their private foundations.  In addition, the
  6 10 foundation and the center shall each certify to the
  6 11 department of revenue and finance and the general
  6 12 assembly, by January 1 of each year, the cumulative
  6 13 total value of contributions received during the
  6 14 preceding calendar year.
  6 15    2.  If the general assembly appropriates funds to
  6 16 the international center endowment fund in the amount
  6 17 of not less than eight hundred seventy-five thousand
  6 18 dollars prior to July 1, 1998, the center's interest
  6 19 allocation shall decrease to twenty-five percent.  If
  6 20 the general assembly appropriates funds to the
  6 21 international center endowment fund in an amount of
  6 22 not less than one million five hundred fifty thousand
  6 23 dollars, the center shall no longer receive an
  6 24 interest allocation.
  6 25    3.  The foundation and the center shall use for
  6 26 administrative costs not more than twenty-five percent
  6 27 of any moneys received annually pursuant to this
  6 28 section."

  6 37 average cost of an Iowa resident student's education
  6 38 at that community college that is paid by
  6 39 appropriations from the general fund of the state.
  6 40 The information, rounded to the nearest one-tenth of
  6 41 one percent and the nearest whole dollar, shall be
  6 42 included in the following statement:
  6 43    "Tuition pays for approximately ____% of the
  6 44 average cost for a resident Iowa student at this
  6 45 community college.  The State of Iowa pays
  6 46 approximately $____ of the average cost for a full-
  6 47 time state resident student at this community
  6 48 college.""
  6 49    #30.  By striking page 23, line 34, through page
  6 50 25, line 31.
  7  1    #31.  Page 26, by inserting after line 9 the
  7  2 following:
  7  3    "Sec. 202.  Section 262.9, Code 1997, is amended by
  7  4 adding the following new subsection:
  7  5    NEW SUBSECTION.  30.  Cause to be printed on all
  7  6 statements of account for payment of tuition and fees
  7  7 issued by each institution of higher learning under
  7  8 the control of the board the portion of the average
  7  9 cost of an Iowa resident student's education at the
  7 10 institution issuing the statement that is paid by
  7 11 appropriations from the general fund of the state.
  7 12 The information, rounded to the nearest one-tenth of
  7 13 one percent and the nearest whole dollar, shall be
  7 14 included in the following statement:
  7 15    "Tuition pays for approximately ____% of the
  7 16 average cost for a resident Iowa student at this
  7 17 institution of higher learning.  The State of Iowa
  7 18 pays approximately $____ of the average cost for a
  7 19 full-time state resident student at this institution
  7 20 of higher learning.""
  7 21    #32.  Page 26, by inserting before line 10 the
  7 22 following:
  7 23    "Sec.    .  Section 294A.25, subsection 4, Code
  7 24 1997, is amended by striking the subsection.
  7 25    Sec.    .  Section 294A.25, Code 1997, is amended
  7 26 by adding the following new subsection:
  7 27    NEW SUBSECTION.  4A.  For the fiscal year beginning
  7 28 July 1, 1997, and ending June 30, 1998, the amount of
  7 29 fifty thousand dollars to be paid to the department of
  7 30 education for participation in a state and national
  7 31 project, the national assessment of education
  7 32 progress, to determine the academic achievement of
  7 33 Iowa students in math, reading, science, United States
  7 34 history, or geography."

  8  1 2."
