PAG LIN 1 1 Amend the amendment, H-1866, to Senate File 549, as 1 2 amended, passed, and reprinted by the Senate, as 1 3 follows: 1 4 #1. Page 1, by striking line 19 and inserting the 1 5 following: 1 6 ""The director of the department of education shall 1 7 convene a study committee during the 1997 legislative 1 8 interim consisting of the co-chairpersons of the joint 1 9 appropriations subcommittee on education; two members 1 10 of the governing board of the first in the nation in 1 11 education foundation, who shall be appointed by the 1 12 chairperson of the governing board; and the director 1 13 of the department of education. The study committee 1 14 shall do the following: 1 15 1. Study how to maintain the autonomy of the 1 16 foundation. 1 17 2. Develop strategies that allow the foundation's 1 18 funds to be invested in such a way as to increase the 1 19 interest earned. 1 20 3. Explore ways to enhance the research and 1 21 dissemination functions of the foundation. 1 22 4. Determine methods for reporting foundation 1 23 activities that impact Iowa education. The study 1 24 committee shall report its findings and 1 25 recommendations in a report to the general assembly by 1 26 October 1, 1997. 1 27 The department of education shall require the". 1 28 #2. Page 2, line 20, by inserting after the word 1 29 "shall" the following: ", by June 30, 1998,". 1 30 #3. Page 4, by striking lines 5 through 9 and 1 31 inserting the following: 1 32 "1. The director of an accredited program of 1 33 library science at an institution of higher learning 1 34 under the control of the state board of regents. The 1 35 director shall be the chairperson of the task force." 1 36 #4. Page 4, by striking lines 31 through 44 and 1 37 inserting the following: 1 38 "The task force shall design an action plan with 1 39 the intent of promoting cooperation between all 1 40 libraries, public and private, within the state. The 1 41 task force shall utilize information gathered for the 1 42 1996 Iowa joint use library guide. The task force is 1 43 encouraged to be creative in terms of funding and 1 44 redesigning the current system of public and private 1 45 libraries, including, but not limited to, a study of 1 46 the feasibility of colocating school district 1 47 libraries and public libraries and potential pilot 1 48 projects. Every effort shall be made to develop a 1 49 plan for cooperation at the existing level of state 1 50 funding for libraries. The task force shall also 2 1 examine library cooperation efforts within the state 2 2 and in other states. The task force shall make 2 3 recommendations to the general assembly by December 1, 2 4 1997."" 2 5 #5. Page 5, by striking line 27 and inserting the 2 6 following: "256A.3. 2 7 Sec. ___. Section 19A.3, subsection 24, unnumbered 2 8 paragraph 2, Code 1997, is amended to read as follows: 2 9 The director of the department of personnel shall 2 10 negotiateagreementsan agreement with the director of 2 11 the department for the blindand with the director of2 12the department of educationconcerning the 2 13 applicability of the merit system to the professional 2 14 employees oftheir respective agenciesthe department 2 15 for the blind. 2 16 Sec. ___. Section 256.10, Code 1997, is amended to 2 17 read as follows: 2 18 256.10 EMPLOYMENT OF PROFESSIONAL STAFF. 2 19 The salary of the director shall be fixed by the 2 20 governor within a range established by the general 2 21 assembly. Appointments to the professional staff of 2 22 the department shall be without reference to political 2 23 party affiliation, religious affiliation, sex, or 2 24 marital status, but shall be based solely upon 2 25 fitness, ability, and proper qualifications for the 2 26 particular position. The professional staff shall 2 27 serve at the discretion of the director. A member of 2 28 the professional staff shall not be dismissed for 2 29 cause withoutat least ninety days' notice, except in2 30cases of conviction of a felony or cases involving2 31moral turpitudeappropriate due process procedures 2 32 including a hearing.In cases of procedure for2 33dismissal, the accused has the same right to notice2 34and hearing as teachers in the public school systems2 35as provided in section 279.27 to the extent that it is2 36applicable."" 2 37 #6. Page 5, by striking lines 30 through 38 and 2 38 inserting the following: 2 39 "Sec. ___. Section 257B.1A, Code 1997, is 2 40 amended". 2 41 #7. Page 8, by striking line 11 and inserting the 2 42 following: 2 43 ""Sec. ___. The section of this Act that amends 2 44 section 257B.1A applies to interest earned on or after 2 45 July 1, 1997. 2 46 Sec. ___. EFFECTIVE DATE.
