Funds 2 24 appropriated to the department for purposes of the 2 25 reading recovery program shall not be used for the 2 26 administrative costs of the department. 2 27 Each area education agency shall employ at least 2 28 one person knowledgeable in reading recovery 2 29 techniques to assist school districts in incorporating 2 30 the reading recovery program into school district 2 31 curricula." 2 32 # . The department shall establish a steering 2 42 committee whose voting members shall include the 2 43 director of the department of education, a 2 44 representative from the Iowa association of community 2 45 college trustees, a representative from the Iowa 2 46 association of community college presidents, and two 2 47 persons representing the general public appointed by 2 48 the state board of education. Nonvoting, ex officio 2 49 members of the steering committee shall include a 2 50 representative from the legislative fiscal bureau and 3 1 the legislative service bureau. The steering 3 2 committee shall select a chairperson from among the 3 3 members appointed by the state board of education. 3 4 2. The steering committee shall define the charge 3 5 of the study. However, the study shall include, but 3 6 is not limited to, all of the following: 3 7 a. A review of the existing community college 3 8 governance structure including relationships between 3 9 the community colleges, the Iowa association of 3 10 community college trustees, the Iowa association of 3 11 community college presidents, the state board of 3 12 education, the department of education, local school 3 13 districts, and other postsecondary institutions in 3 14 this state. 3 15 b. An analysis of the strengths and weaknesses of 3 16 the current governance structure. 3 17 c. Proposals for at least three governance 3 18 structures, one of which shall include only minimal, 3 19 but necessary, changes in the current governance 3 20 structure. However, proposals shall be based upon the 3 21 assumption that the board of directors for each 3 22 community college shall remain unchanged due to 3 23 property tax and local representation concerns. Each 3 24 proposal shall include an analysis of the advantages 3 25 and disadvantages of each alternative governance 3 26 structure. 3 27 3. The steering committee shall contract with a 3 28 person to conduct the study of the community college 3 29 governance structure. 3 30 4. The steering committee shall submit its 3 31 findings and recommendations to the general assembly 3 32 by December 31, 1997."" 3 33 #2.
