                         ONE HUNDRED TENTH CALENDAR DAY

                    Des Moines, Iowa, Friday, April 26, 1996



         The Senate met in regular session at 8:55 a.m., President Boswell
    presiding.

         Prayer was offered by the Honorable Eugene Fraise, member of the
    Senate from Lee County, Fort Madison, Iowa.

         The Journal of Thursday, April 25, 1996, was approved.



                                LEAVE OF ABSENCE

         Leave of absence was granted as follows:

         Senator Flynn until he arrives on request of Senator Dearden.



                     REAPPOINTMENTS OF CONFERENCE COMMITTEE

                                (House File 2486)

         President Boswell announced that due to the necessary absence of
    Senator Flynn from the Senate for part of April 26, 1996, Senator
    Neuhauser was appointed temporary co-chair and Senator Connolly
    appointed as a temporary member of the conference committee on House
    File 2486.

         President Boswell announced that Senator Judge will permanently
    replace Senator Deluhery as a member of the conference committeee on
    House File 2486 due to scheduling conflicts with another conference
    committee.



                                   QUORUM CALL

         Senator Horn requested a non record roll call to determine that a
    quorum was present.

         The vote revealed 40 present, 10 absent and a quorum present.
                                     RECESS

         On motion of Senator Horn, the Senate recessed at 9:26 a.m., until
    1:00 p.m.





                                AFTERNOON SESSION

         The Senate reconvened at 1:05 p.m., President Boswell presiding.

    Final Vote: Ayes, 8: Szymoniak, Hammond, Boettger, Bartz, Dvorksy,
    Hansen, Kramer and Neuhauser. Nays, none. Absent or not voting, 2:
    Tinsman and Vilsack.

    Fiscal Note: NOT REQUIRED UNDER JOINT RULE 17.
