         The bill having received a constitutional majority was declared to
    have passed the Senate and the title was agreed to.



                     HOUSE MESSAGES RECEIVED AND CONSIDERED

         The following messages were received from the Chief Clerk of the
    House:

         MR. PRESIDENT: I am directed to inform your honorable body that the
    House has on April 12, 1996, passed the following bill in which the
    concurrence of the House was asked:

         Senate File 2097, a bill for  an act providing a sales, services,
    and use tax exemption on certain packaging materials used in
    agricultural, livestock, or dairy production.

         ALSO: That the House has on April 12, 1996, amended and passed the
    following bill in which the concurrence of the Senate is asked:

         Senate File 2298, a bill for  an act relating to the awarding of
    costs to a prevailing taxpayer in a proceeding against the department of
    revenue and finance under the state tax procedures and practices Act and
    providing an effective date (S-5744).

         ALSO: That the House has on April 12, 1996, adopted the following
    resolution in which the concurrence of the Senate is asked:

         House Concurrent Resolution 110, a concurrent resolution requesting
    the State Department of Transportation to establish a scenic route
    designation.

         This resolution was read first time and assigned to the committee
    on Natural Resources.

         ALSO: That the House has on April 12, 1996, passed the following
    bills in which the concurrence of the Senate is asked:

         House File 2453, a bill for  an act relating to the regulation of
    industrial loan companies by establishing certain requirements
    applicable to a change of control, providing for the appointment of the
    superintendent or the federal deposit insurance corporation as receiver,
    and requiring an industrial loan company to obtain federal deposit
    insurance for certain debt instruments, and making a penalty applicable.

         This bill was read first time and passed on file.
